DESCRIPTION OF HOW THIS IMAGE WAS CREATED: 

All the scene was created in 3dStudio MAX 2.0.
The tower is mainly made with primitives, someones with blend modifier applied.
The lights are omni lights projecting shadow maps in every floor of the tower,
five spot lights at the bottom 
of the tower that iluminates it from down-top, and eigth more omni lights for
the street lights. There are one more 
simulating the moon light, with low intensity and raytraced shadows. The spots
and the street lights are 
volumetric, but with low intensity and atenuation. 
All the lights in the scene have a range of ilumination, so that it doesn't
illuminate distant objects.
Also, the ambient light have a very low intensity, but neccesary to avoid the
zones of the tower 
that aren't iluminated by the other lights to seem too dark.
Totally, there are 32 lights in the scene.
I applied two video post glow effects, one for the moon and the other for the
reflector lights at the bottom of 
the tower. 
The textures were made in photoshop, except the grass map; it's a photograph
that comes with the 3dStudio installation.
The sky is a gradient map, with a combination of noise maps in the upper zone,
simulating the starts, and a very 
dark blue at the bottom.
